
Armin Amrolia
Deputy City Manager

Armin Amrolia is the Deputy City Manager at the City of Vancouver, where she works closely with the City Manager to advance housing and civic delivery across the full continuum, with a particular focus on enabling systems and cultural change to accelerate outcomes.
Armin joined the City in December 2021 after a 32year career with BC Housing, most recently as Associate Vice President of Development Strategies. In that role, she played a lead role in shaping the vision and delivery of more than 28,000 homes across British Columbia, serving seniors, families, Indigenous communities, women fleeing violence, vulnerable youth, equity denied groups, and people experiencing or at risk of homelessness. She led a multidisciplinary team delivering an average of 3,500 affordable homes annually, working in over 65 communities with more than 200 nonprofit housing providers, housing cooperatives, Indigenous partners, and development partners. Her experience spans complex initiatives, from the creation of the HousingHub (now BC Builds) to the redevelopment of aging public housing stock,
bringing a strong focus on innovation, partnership, and delivery.
At the City of Vancouver, Armin is the departmental lead for Real Estate, Environment, and Facilities Management, overseeing the City’s real estate portfolio, civic facility planning and delivery, netzero waste commitments, and asset and building systems management. She also leads the Vancouver Housing Development Office, mandated to advance middleincome housing on City lands, while overseeing supportive, affordable, and social housing delivery in partnership with provincial and federal governments, thru the Non Market Housing Office.
Armin works alongside the City’s Indigenous Relations team to advance UNDRIP implementation within the City processes and government to government relationships with the Musqueam, Squamish, and TsleilWaututh Nations. She holds a degree in Political Science from Simon Fraser University and has been
recognized with numerous awards, including the YWCA Woman of Distinction and ULI BC Outstanding Leader awards and is a 3 time (23/25/26) recipient of the Vancouver Power 50 awards.
